WNPCT Meeting Minutes

The February Meeting took place at Nosh and Bevvy. The team discussed Toyota’s response to the team’s requests.

The team requested various items related to ensuring deliveries occur within the new building, nuisance control, parking, test-driving locations, sidewalks, and other requirements.

Applicant Response

Vehicle Delivery Management

The truck turning exhibits were provided to show how car carriers will flow through the site. In addition, they are open to entering into a Restrictive Covenant, whereby delivery or unloading is limited to the site.

Nuissance Control

  • The dumpster enclosure has been moved to a more central location, now 192 feet from the nearest property line
  • Landscape plans will add specific native trees (Ehretia Anacua, Yaupon Holly, and Carolina Buckthorn) along the perimeter adjacent to the neighborhood
  • Exhaust fans and noise-producing equipment will be positioned toward Research Boulevard, with blowers emitting exhaust above the shop to minimize odor impact
  • All exterior lights include shielding on the external side and will be reduced to security levels during after-hours (photometric plan to be provided)
  • Staff has been instructed not to use car alarms for locating vehicles and will instead use a dedicated vehicle tracking system for location and theft prevention
  • For screening purposes, they propose an 8-foot board-on-board fence along all residential property lines, with increased plantings behind the fence to create a tree buffer.
  • Exterior glass will have rolling shades to eliminate the reflection to make it safe for birds.

Parking


Group 1 requests more information about the escrow account and the application referenced. The escrow account would be for the future if the neighborhood chose to pursue neighborhood parking. In addition, they agree to a restrictive covenant prohibiting employee parking on public streets. The proposed improvements will provide ample onsite parking for both customers and employees.

During construction, staff will be directed to park onsite rather than in the adjacent neighborhood. Proposed construction parking locations are shown on the attached colored Site Plan Exhibit.

EV Charging Stations

EV charging stations and parking spaces will be clearly marked and available to the public. Their locations are shown on the attached Site Plan Exhibit.

Sidewalks

Proposed sidewalks meet City of Austin standards. Locations are shown on the attached colored Site Plan Exhibit.

Lighting

Lights on top of the parking garage are positioned internally to prevent visibility from residences. House-side shields are provided where applicable for additional protection.

Test Driving

Dealership staff have been instructed to direct test drivers away from the adjacent neighborhood. Test drives will not enter residential areas and will only use adjacent streets as requested.

Construction Processes – Street & Dust Management

Street sweeping will be provided as needed at construction entrances to address tracking and mud cleanup. Dust control will be implemented in accordance with the Erosion Control Plan, the Contractor Stormwater Pollution Prevention Plan, and TCEQ standards.

Environmental & Phasing

Environmental impacts are addressed in the attached Drainage Report. A contact person for construction issues will be designated but has not yet been determined.

Next Steps

WNPCT Members and people present discussed the response, and more information is needed in a few areas, including

  • Used Cars Parking
  • Trash pick-up frequency and recycling requirements
  • Rolling Shades Operations
  • Clarification on Test Drives
  • Pesticides and Herbicides being used during construction

The team also discussed conducting additional research into the escrow accounts and the vehicle management application in use.

The team also discussed the green wall request. WNPCT is not opposed to something different, but the goal is to have the neighborhood look at something attractive rather than just concrete.

The team also discussed engaging the planner and the Planning commission as we get closer to finalizing this agreement
